3．異議人為法人的，異議書必須由其法定代表人或者授權代表簽字并加蓋公章，

同時還需提交授權委托書；異議人為個人的，異議書必須由異議人本人簽字，并

附有效身份證明，由本人提交。

If the objector is a legal person, the objection must be signed and stamped by the legal representative or authorized representative, and a letter of authorization must also be submitted; if the objector is an individual, the objection must be signed by the objector himself/herself and attached with a valid identity certificate, and submitted by himself/herself.

4．下列異議將不予接收：

（1）在中標候選人公示結束后提出的；

Objections submitted after the announcement period;

（2）異議人不能證明是所異議招標投標活動的投標人和直接參與并且與招投標

活動有著直接利害關系的當事人；

The objector cannot prove that he is the tenderer of the contested tender and tender activities or the parties directly involved in and directly interested in the tender activities;

L’opposant ne peut pas prouver qu’il est le soumissionnaire des activités d’appel d’offres et d’appel d’offres contestés ou les parties directement impliquées et directement intéressées par les activités d’appel d’offres;

（3）異議事項不具體，且未提供有效線索，難以查證的；

The objection is not specific, and effective clues are not provided, which is difficult to verify;

L'objection n'est pas spécifique et des indices efficaces ne sont pas fournis, ce qui est difficile à vérifier;

（4）對異議事項已經答復，且異議人沒有提出新的證據的。

The objection has been replied and the objector has not submitted new evidence.

L'objection a re?u une réponse et l'objecteur n'a pas présenté de nouvelles preuves.

5. 異議人不得以異議為名排擠競爭對手，進行虛假、惡意異議，阻礙招標投標

活動的正常進行。

The objector shall not crowd out competitors in the name of objection, conduct false or malicious objection, and hinder the normal conduct of tender activities.

L'objecteur ne doit pas évincer les concurrents au nom de l'objection, faire des objections fausses ou malveillantes et entraver la conduite normale des activités d'appel d'offres.
